The Office of Fair Trading is facing pressure over concerns that small Scottish businesses have difficulty accessing finance.
MSPs are worried that about three-quarters of small and medium enterprises are in the hands of Lloyds Banking Group and the Royal Bank of Scotland.
Members of Holyrood's Economy Committee raised the issue with two directors of the OFT as part of an inquiry into the banking sector.
The committee heard that Lord Mandelson, the Business Secretary, had asked the OFT last year to keep the markets under review, but the OFT doesn't refer to this in its work programme.
